This research uses a qualitative descriptive approach with a case study method. Data collection techniques included in-depth interviews, field observations, and documentation with members of underprivileged families and relevant informants in Padang Village. The collected data were analyzed through data reduction, data presentation, and conclusion drawing. Data validity was ensured using triangulation techniques involving sources, time, theory, and experts. The primary focus of this research was to deeply understand social dynamics, power structures, and the structural and cultural causes of exclusion.
The results indicate that forms of social exclusion experienced by underprivileged families include limited access to public services, social exclusion, and powerlessness in political and economic participation. These contributing factors include socioeconomic inequality, low education, social discrimination, and weak inclusive policies from local governments. These findings demonstrate that social exclusion stems not only from economic conditions but also from social relations and power structures that are not in favor of vulnerable groups. This research is expected to provide a basis for policy-making that is fairer and more pro-prosperous to underprivileged communities.
