Focus and Scope

KIMAP: PUBLIK KAJIAN ILMIAH ADMINISTRASI focuses on the development of theories, concepts, and practices in the field of public administration, both at the local, national, and global levels. The journal aims to be an academic forum for researchers, academics, practitioners, and policy makers in exploring strategic issues and innovations in governance and public services. The main coverage of this journal includes public policy, public management, governance, decentralisation, public services, and sustainable development in the context of public administration.

Studies in this journal cover various important aspects, such as public policy formulation, implementation, and evaluation, bureaucratic reform, public sector human resource management, and the role of technology in the digital transformation of government (e-government). In addition, the journal also highlights issues of transparency, accountability, and public participation in governance, including collaboration between the government, private sector, and civil society. Aspects of decentralisation and regional autonomy are also a major concern, especially in regional financial management, regional governance innovation, and the relationship between central and regional governments in development.

In addition, this journal also discusses innovations in public services, both in terms of improving service quality, community satisfaction, and digitalisation of public services. This journal is also open to studies that discuss the relationship between public administration and the achievement of Sustainable Development Goals (SDGs), environmental governance, and disaster administration. Furthermore, contemporary issues in public administration, such as the impact of digital disruption, bureaucratic ethics, and relevant policy case studies are also part of the journal's scope.

The journal welcomes articles in the form of empirical research, conceptual reviews, case studies, and policy analyses that have both academic and practical contributions to the development of public administration. With a broad but focused scope, this journal is expected to become a scientific reference that contributes to the advancement of public administration science and the improvement of governance at various levels.

Peer Review Process

KIMAP: KAJIAN ILMIAH ADMINISTRASI PUBLIK applies a double-blind peer review process, where the identity of authors and reviewers are kept confidential to ensure objectivity in the assessment of articles. Each submitted manuscript will go through an initial selection stage by the editors to assess its suitability to the focus and scope of the journal, as well as adherence to the writing guidelines. Manuscripts that pass the initial selection will be sent to at least two reviewers who have expertise in related fields for in-depth evaluation.

The review process in this journal considers several key aspects, including originality of research, academic contribution, relevance to the field of public administration, clarity of methodology, and validity of data and analyses. Reviewers are given a certain amount of time to complete the review process and provide recommendations, which can be: accepted without revision, accepted with minor revisions, accepted with major revisions, or rejected.

After receiving feedback from the reviewers, the author will be given the opportunity to revise the manuscript in accordance with the suggestions given. The revisions will be re-evaluated by the editor, and if necessary, sent back to the reviewers for further assessment. The final decision regarding acceptance or rejection of the manuscript rests entirely with the editorial board based on the review results and conformity with journal standards.

The journal is committed to maintaining ethical standards of publication in accordance with the Committee on Publication Ethics (COPE) guidelines. Therefore, any manuscript that is indicated to contain plagiarism, data fabrication, or other violations of academic ethics will be rejected and may be subject to sanctions according to journal policy. By implementing a strict and transparent review policy, this journal aims to publish quality scientific work and contribute to the development of public administration science.

 

Open Access Policy

This journal provides immediate open access to its content on the principle that making research freely available to the public supports a greater global exchange of knowledge.

Publication Ethics and Malpractice Statemant

KIMAP: Kajian Ilmiah Administrasi Publik, with registered number ISSN 2746-0460 (Online), is a peer-reviewed, open access journal published six times each year or once in two months, namely February, April, June, August, October, December. This statement describes the ethical behaviour of all parties involved in the act of publishing articles in this journal, including authors, editor-in-chief, Editorial Board, peer-reviewers and publishers. This statement is based on the COPE Best Practice Guidelines for Journal Editors.

Journal Publication Ethics Guidelines

Journal Publication Ethics Guidelines in KIMAP Publication : KIMAP: Kajian Ilmiah Administrasi Publik is a moral and professional guide that must be followed by all parties involved in the scientific publication process, including authors, editors, reviewers, and publishers. This ethic emphasises the importance of honesty, objectivity, and integrity in all stages of publication, from writing, reviewing, to publishing articles. Authors must guarantee the originality of their work, avoid plagiarism, and convey data and findings transparently. Editors and reviewers are expected to be fair, impartial, and maintain the confidentiality of manuscripts under review. Adherence to these guidelines aims to maintain the scientific quality and credibility of the journal, and encourage the creation of a healthy and responsible academic culture.

We are committed to ensuring that advertising, reprints, or other commercial revenue does not impact or influence editorial decisions.

Publication decision

The editor of KIMAP: Kajian Ilmiah Administrasi Publik has the responsibility of determining which articles are worthy of publication in this journal. The decision should be based on the validity of the work as well as its relevance and contribution to researchers and readers. In carrying out their duties, editors may refer to policies set by the journal's editorial board and must comply with applicable legal provisions, including those relating to defamation, copyright infringement and plagiarism. To ensure proper decisions, editors may also consult with other editors or bestary partners.

Fair play

Editors have the responsibility to evaluate each manuscript objectively based on its intellectual content, without being influenced by non-academic factors such as the author's race, gender, sexual orientation, religious beliefs, ethnic origin, nationality, or political views. This evaluation must be conducted in a fair and professional manner to ensure the integrity of the scientific publication process.

Confidentiality

The editor and any editorial staff must not disclose any information about a submitted manuscript to anyone other than the corresponding author, reviewers, potential reviewers, other editorial advisers, and the publisher, as appropriate.

Disclosure and conflicts of interest

Unpublished materials disclosed in a submitted manuscript must not be used in an editor's own research without the express written consent of the author.

Duties of Reviewers

Contribution to Editorial Decisions

Peer review assists the editor in making editorial decisions and through the editorial communications with the author may also assist the author in improving the paper.

Promptness

Any selected referee who feels unqualified to review the research reported in a manuscript or knows that its prompt review will be impossible should notify the editor and excuse himself from the review process.

Confidentiality

Any manuscripts received for review must be treated as confidential documents. They must not be shown to or discussed with others except as authorized by the editor.

Standards of Objectivity

Reviews should be conducted objectively. Personal criticism of the author is inappropriate. Referees should express their views clearly with supporting arguments.

Acknowledgement of Sources

Reviewers should identify relevant published work that has not been cited by the authors. Any statement that an observation, derivation, or argument had been previously reported should be accompanied by the relevant citation. A reviewer should also call to the editor's attention any substantial similarity or overlap between the manuscript under consideration and any other published paper of which they have personal knowledge.

Disclosure and Conflict of Interest

Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage. Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.

Duties of Authors

Reporting standards

Authors of reports of original research should present an accurate account of the work performed as well as an objective discussion of its significance. Underlying data should be represented accurately in the paper. A paper should contain sufficient detail and references to permit others to replicate the work. Fraudulent or knowingly inaccurate statements constitute unethical behaviour and are unacceptable.

Originality and Plagiarism

The authors should ensure that they have written entirely original works, and if the authors have used the work and/or words of others that this has been appropriately cited or quoted.

Multiple, Redundant or Concurrent Publication

An author should not in general publish manuscripts describing essentially the same research in more than one journal or primary publication. Submitting the same manuscript to more than one journal concurrently constitutes unethical publishing behaviour and is unacceptable.

Acknowledgment of Sources

Proper acknowledgment of the work of others must always be given. Authors should cite publications that have been influential in determining the nature of the reported work.

Authorship of the Paper

Authorship should be limited to those who have made a significant contribution to the conception, design, execution, or interpretation of the reported study. All those who have made significant contributions should be listed as co-authors. Where there are others who have participated in certain substantive aspects of the research project, they should be acknowledged or listed as contributors. The corresponding author should ensure that all appropriate co-authors and no inappropriate co-authors are included on the paper, and that all co-authors have seen and approved the final version of the paper and have agreed to its submission for publication.

Disclosure and Conflicts of Interest

All authors should disclose in their manuscript any financial or other substantive conflict of interest that might be construed to influence the results or interpretation of their manuscript. All sources of financial support for the project should be disclosed.

Fundamental errors in published works

When an author discovers a significant error or inaccuracy in his/her own published work, it is the author’s obligation to promptly notify the journal editor or publisher and cooperate with the editor to retract or correct the paper.

 

Publication Frequency

KIMAP: Kajian Ilmiah Administrasi Publik,  with registration number ISSN 2746-0460 (Online) is published by the Department of Public Administration, Faculty of Social and Political Sciences, Universitas Muhammadiyah Makassar. Published six times a year or every two months, namely February, April, June, August, October, December.

 

 

 

Screening for Plagiarism

1. Plagiarism and self-plagiarism are not allowed;

2. The authors should ensure that they have written entirely original works, and if the authors have used the work and/or words of others that this has been appropriately cited or quoted;

3. An author should not in general publish manuscripts describing essentially the same research in more than one journal or primary publication. Submitting the same manuscript to more than one journal concurrently constitutes unethical publishing behavior and is unacceptable;

Working Process:

1. Editorial Team checking manuscript on offline and online database manually (checking proper citation and quotation);

2. Editorial Team checking manuscript by using Turnitin. If it is found plagiarism indication (more than 15%), the board will reject the manuscript immediately
