Project Based Learning (PjBL) integrated with local social issues is considered an effective approach to improving Social Studies learning in elementary schools. Education at this level emphasizes not only cognitive achievement but also the strengthening of character development, particularly democratic attitudes and social awareness. This study aims to analyze the effectiveness of PjBL based on local social issues in developing democratic attitudes and social care among elementary students. This research employed a qualitative approach with a library research method, collecting data from books, journal articles, and other relevant scientific sources. The data were analyzed using content analysis techniques, including data reduction, data display, and conclusion drawing. The findings indicate that the implementation of PjBL encourages greater student participation in group collaboration, improves communication skills, and promotes shared decision-making, which contributes to the growth of democratic behavior. Furthermore, involving students in projects related to real social issues in their community significantly develops empathy, responsibility, and social awareness. Learning becomes more meaningful because students are able to connect Social Studies concepts with real-life application. Therefore, PjBL based on local social issues is a relevant and effective instructional strategy to support character education goals in elementary schools.
