The Influence of DPRD Members, Public Schools, and Community Health Centers on HDI in West Nusa Tenggara (2020-2024)

This study aims to analyze the influence of the number of Regional People's Representative Council (DPRD) members, the number of public schools, and the number of Community Health Centers (Puskesmas) on the Human Development Index (HDI) across the regencies and cities of West Nusa Tenggara Province during the 2020–2024 period. The study is motivated by the importance of identifying institutional, educational, and health-related factors that contribute to regional human development performance. A quantitative associative research approach was employed using secondary data collected from official government institutions, including Statistics Indonesia (BPS) and other relevant agencies. The data were analyzed using multiple linear regression to examine both the simultaneous and partial effects of the independent variables on the HDI. The findings reveal that, simultaneously, the number of DPRD members, the number of public schools, and the number of Puskesmas significantly influence the HDI. However, partial analysis demonstrates that only the number of public schools has a statistically significant negative effect on the HDI, whereas the number of DPRD members and the number of Puskesmas do not show a significant effect. These results indicate that increasing the quantity of educational and health facilities alone is insufficient to improve human development outcomes without considering their effectiveness, quality, accessibility, and equitable distribution. In particular, the negative relationship between the number of public schools and HDI highlights the need for further evaluation of educational service quality and resource allocation within the province. This study contributes to the literature on regional development by providing empirical evidence that supports more effective human resource development policies. The findings also offer practical implications for local governments in formulating integrated policies that strengthen legislative support, improve educational quality, and enhance health service delivery to achieve sustainable improvements in human development.
